Test first, because the number sets the system
Two standards govern the testing. ASTM F2170 measures relative humidity with probes set into the slab, and it is the method most manufacturers now require. ASTM F1869 measures surface emission with calcium chloride, so it reads the top of the slab rather than the depth.
Most adhesive and coating manufacturers cap acceptance somewhere between 75 and 85 percent relative humidity. Until you have that number, nobody can specify a mitigation system honestly, since the required perm rating follows the reading.
Why vapor drive breaks tenant improvement schedules
A tenant improvement runs on a fixed handover date. If the flooring vendor arrives, tests the slab, and finds the reading out of range, the schedule stops while somebody sources a mitigation system and waits for cure.
That is the expensive version. The cheap version tests during demolition, so mitigation gets priced and scheduled alongside the surface prep instead of after it.
